COR Small-Employer Kit — Sold as a Package
The inspection, safety meeting, training and maintenance logs auditors look for, plus the written program behind them: 18 editable Word documents covering the 13 national COR audit elements, cited to the WorkSafeBC OHS Regulation and Workers Compensation Act. BCCSA recommends 12 months of supporting evidence, so the logs are the part to start early. Built for BC employers with fewer than 20 workers working toward Certificate of Recognition.

Auditors check documents, interviews and what they observe on site, so these only count once they match how your company really works.

Is this for you?
COR is a voluntary WorkSafeBC program. Employers certified through a sector certifying partner can earn an annual premium incentive — WorkSafeBC says up to 10% off base premiums (see how it's calculated, or estimate yours with our free calculator) — and in construction a COR is often what general contractors look for when prequalifying bidders. To get there you need a written safety program that matches how you actually work.
What you get
Every element needs documentation behind it, and a thin element can fail an audit even when the others are strong. Here is which document covers which element of the national 13-element COR framework.

| 1 | Policy statement | OHS Policy Statement (free) |
| 2 | Hazard assessment, analysis & control | Formal Hazard Assessment Register · JSA / FLHA Template · Daily FLHA Form |
| 3 | Safe work practices | Safe Work Procedure Template |
| 4 | Safe job procedures | Safe Work Procedure Template · Confined Space Entry Permit · Hot Work Permit · Lockout / Tagout Procedure |
| 5 | Company rules | Health & Safety Company Rules |
| 6 | Personal protective equipment | PPE Program |
| 7 | Preventative maintenance | Preventive Maintenance Program & Log |
| 8 | Training & communications | Worker Orientation & Training Record · Safety Meeting Report & Communication Log |
| 9 | Workplace inspections | Workplace Inspection Program & Checklist |
| 10 | Investigations & reporting | Incident Investigation Report |
| 11 | Emergency preparedness | Emergency Response Plan |
| 12 | Statistics & records | Records & Statistics |
| 13 | Legislation | Legislation Access & Awareness Register |
Certifying partners group and word the elements differently, and each publishes its own audit tool — confirm the wording with yours. These are templates: the content you write, and how you actually run your operation, decides the outcome. Auditors check documents, interviews, and what they observe on site.
What's in the kit
Bonus: COR Audit Quick Reference (3 pages). How audits work at each certifying partner (BCCSA, AgSafe, go2HR, BC Forest Safety Council, Energy Safety Canada): small-employer cut-offs, who may do your audit, how much record history to have, published fees where partners list them, and a 12-month readiness check. Summarized from the partners' public websites and documents as of October 2026; partners set and change their own rules and fees, so confirm with yours before you book.
A real person behind it
I run BC Safety Docs and I read every message. If you want to talk through whether the kit fits your business, how COR works for a small employer, or what to do first, book a call. No sales pitch: if the kit isn't a fit, I'll tell you.
Going for COR and not sure where to start? Book a free 15-minute call. Tell me your sector and crew size and I'll tell you which certifying partner applies, which of the 13 elements you're most likely missing, and what an auditor will ask to see. If you'd rather not run the prep alone, I can also work through it with you after the call: your gap list element by element, the records you still need to build, and keeping the paperwork lined up before your audit date. I don't audit you. Your certifying partner does that. I help you get ready for it.

I'll reply within 48 hours (I work shifts).
Questions
Use both. BCCSA is the certifying partner for construction. Its Regional Safety Advisors offer on-site support to members, and it publishes its own COR forms and resources. That help is worth using, and this kit is not a substitute for it. We are independent and not affiliated with BCCSA.
What the kit adds is the working paperwork: registers, logs and checklists cited to the OHS Regulation and the Workers Compensation Act, as editable Word files, so you can start keeping the records an audit looks for. BCCSA says there should be at least 6 months of supporting evidence, with 12 months recommended, and that evidence only exists if the records have actually been kept.
If BCCSA’s own forms already cover what you need, you may not need to buy anything. If you would rather start from one complete, cited, editable set than assemble your own, this saves you the drafting time. The same goes for your sector’s partner if you are not in construction, such as AgSafe for agriculture or go2HR for tourism.
No. It gives you the written program documents. Certification is awarded through your sector's certifying partner (for example BCCSA for construction) after an audit of your actual program. We can't promise you'll pass, or that you'll receive any WorkSafeBC incentive.
Yes. You arrange your audit through your certifying partner. Small employers answer a reduced question set, but still need documentation touching every element, and a minimum score in each one.
The ten COR program documents are sold only as this kit. The eight field templates in it are free to download on their own: Confined Space Entry Permit, JSA / FLHA, Hot Work Permit, Lockout / Tagout, Daily FLHA, Safe Work Procedure, Incident Report and Emergency Response Plan. The OHS Policy Statement is also free. What you pay for is the other COR documents and the element-by-element mapping.

Instantly, by email: a download link to a zip file of 18 Word (.docx) documents plus a short start-here guide and the bonus COR Audit Quick Reference.
Look at your certifying partner's audit tool before buying and compare it with the coverage table above. Email info@bcsafetydocs.com if you're not sure — we'd rather tell you it isn't a fit.
